In this role you will be reporting to the People & Culture Advices & Services Manager and become a member of a dynamic Human Resources, People and Culture Team.

This is a newly established shared services advisory and administration team in the People and Culture structure, and key to the transformation in the new P&C operating model.

The team provides HR advice and services to managers and employees across Council. This includes first level advice, coordination of employee correspondence, HRIS administration, Org Management and undertaking processes and tasks that support and assist the broader P&C team in delivering operations, strategy and projects.

About the Role

The HR Services Team Leader will play a pivotal role in leading this small team. This position provides coaching and support to the team to promote a culture of continuous improvement and outstanding customer service.

The role is a hands-on team lead who will be required to:

  • Develop and maintain a HR self-service portal for the organisation.
  • Implementing training and support for Council employees regarding all matters involved in HR administrative processes
  • Work with SME’s across HR to develop Service Level Agreements
  • Develop FAQ’s,
  • Mapping all P&C administrative processes and procedures to ensure timely, accurate and efficient advice from the team.

You will have the support of a broader P&C team who are passionate about delivering specialist, technical and management support to a dynamic organisation.

About the Person

We are looking for candidates that have strong people management skills, the ability to develop and maintain effective workplace relationships and exceptional problem-solving skills. You have strong attention to detail, demonstrated process improvement initiatives, and strong knowledge and application of contemporary HR practices and strategies.

Qualifications (Level)

Tertiary qualification in Human Resources or Project Management or relevant related discipline.


  • Experience leading a shared services team and/or
  • Significant experience (+3 years) in a business partnering or senior HR generalist role.
  • Proven project management experience
